 As per #23432, we strive to avoid forcing links to open in a new window or
 tab. (See [https://core.trac.wordpress.org/query?keywords=~target-blank
 related tickets])

 It still might be good to indicate that the link is external, though, so
 the user can make a more informed decision how to open it.
