Comment:

 Thanks for your report @fornandakishore. Worth noting the classic editor
 powered by TinyMCE isn't the WordPress "default editor" any longer, so
 this info in your report created a bit of confusion.

 In the classic editor, keyboard users can move focus to the editor toolbar
 by pressing the keyboard shortcut `Alt + F10`. It always worked this way
 and it's mentioned in the Help at the top of the page, see attached
 screenshot.

 Also, when tabbing away from the post title, focus jumps directly to the
 editor content. I think this behavior was originally implemented to
 prioritize the writing experience and allow keyboard users to jump from
 the post title to the content with just one Tab key press. I'm not saying
 this is ideal but it always worked this way and users are pretty used to
 that. Users can always Shift+Tab to move from the editor to the Visual /
 Text buttons, the Add media button etc.
