 This ticket was discussed during today's accessibility bug-scrub: the team
 agree to point out a custom contextual menu wouldn't be fully accessible
 as it would be only available to mouse / touch users.

 The underlying issue is valid though, to some extent. Maybe worth
 considering alternate options. For example: leveraging the "Bulk select"
 mode that is used in the Media Library and make it work also in the media
 modal.
