 As [https://wordpress.slack.com/archives/C18723MQ8/p1599065974000500
discussed on Slack] and Meta Trac, it'd be useful if it were possible for
WordPress sites to opt-in to updating to RC (or beta) releases without
having to install a plugin, or run on a development version.

The attached PR works with #5412-meta to allow the `WP_AUTO_UPDATE_CORE`
constant to be set to `beta` or `rc`.
By opting in to Beta/RCs it would attempt auto-updates to both minor and
major rc/betas. If that's not what someone wants, they should use a plugin
to manage it instead I think.

The API has been updated to support this, and should get some extra
testers onto Beta and RC versions in the future.
