 I noticed that after r48398 the row actions are visible on excerpts, as
 expected, but as soon as you focus into a post it hides all the rest of
 the actions. This is noticeable on click, like in the gif screencap above,
 but also happens when tabbing through the list table.

 I think [attachment:"49715.3.diff"] should fix the issue, by only toggling
 the row action visibility on "compact view".
