 There seems to be no way for the WordPress site admin to opt-out of the
 constant persistent "Welcome to the new block editor" popup when creating
 a new page or post. It seems impossible that the WP dev team has not
 considered this. So there must be a good reason for it. I would love to
 know.

 IMHO, inability to opt-out of this recurring pop-up qualifies a bug that
 should be fixed ASAP. There are multiple instances of this issues being
 mentioned by WP users.
