 When trying to add media to a page. If the option "Insert from URL" is
 selected, a blank screen is presented with no ability to enter a url. This
 is present in Single and multisite versions of WordPress 5.5.1 and has
 been persistent for the last several versions. the PHP version is 7.4.9
 but has also been an issue with earlier versions.
