 This CHALLANGE is WAY WAY worse that first expected.

 First 5.5.3-alpha-49449 is activating deactivated plugs, which is riddling
 my database with unwanted entries.

 Next is has installed all the Twenty "Year" themes and all their
 translations.

 How do we turn auto update OFF and get off this bug ridden untested
 branch?

 How is something like this allowed to happen? We need the ability to turn
 all this OFF!
