Yeah, this sounds like an improvement especially for keyboard/screen
reader users. Tried to add some (initial) code to implement it but seems
there are few (unresolved) details. Assuming the Reorder button will be
visible at all times on each screen element's heading, would it make only
the current element "arrangeable" or would it turn on "screen options
mode" for the whole screen. Both of these have some drawbacks and would
need more thought...
On top of the above there is some very vocal, extremely negative feedback
(that ideally should have been made earlier, this ticket has been open for
months).
As WP is in beta, don't think there's enough time to address all of this.
Seems reverting it now and hopefully addressing this as part of a more
general improvement to how Screen Options work would be best.
