 I disagree with the non essentialness. It's more used and more useful than
 removing them. I see users move the less, or never, used boxes to the
 bottom, even when they know about "Screen options" (no so familiar).

 It's quite common to change position of them on the dashboard, but also on
 CPT editing screens, like events or products, plus of course classic
 editor users (posts/pages).

 I also use JJJ's plugin for a better user profiles, and as JJJ points out,
 the metabox API is general. I hope core soon will adopt it's own API for
 user profiles.

 This "hybrid" state has been with is since "forever". Is there a way to
 fix the (accessibility?) issues but keeping this as is? I can't imagine
 Firefox disabling moving of tabs until you click a "Tab options" button,
 because "hybrid".

 If this goes in, a pointer must be shown to guide users to "Screen
 options" (when trying to drag, preferably) and that panel must indicate
 that dragging boxes is now possible.

 I feel this is an accessibility effort, if it is so, hurting accessibility
 for most.
