 Referring back to [https://core.trac.wordpress.org/ticket/50907#comment:45
 a previous comment], there was discussion about a dedicated filter for
 hiding the setting altogether.  The use-case mentioned was managed WP
 hosts, where Core updates are handled by the host.

 The `current_user_can` check could hide the setting, but that doesn't feel
 direct enough.
