 There should be a resend notice, but unfortunately I believe you're
 testing on local where emails won't successfully send so they aren't
 reported. And when there's a failure it's not reported currently so we
 have #44081 to fix that.

 If you have a hosted server w/ mail you can test there, hopefully
 successfully.
