 I mirrored the two latest patches onto GitHub to allow the tests to run:
 https://github.com/WordPress/wordpress-develop/pull/608

 You'll find some PHPCS errors in there :) the tests seem to pass though.
 I'd like to do a little more asking around about people who use these
 filters but otherwise I think we can attempt this for the 5.6 beta.
