 This is close, but it deserves a bit more discussion around its UX. From
 @helen in the core chat just now:

 “All Network Users” view only show users that are not assigned to that
 site at all

 > I think this also kind of exacerbates the confusion of “No role for this
 site” with not being assigned to the site at all
