 Pulling this issue out of the larger ticket #49715 to hopefully get this
 fixed for 5.6 🤞🏻

 In r48398, a change was made to show all row actions on list tables when
 the "extended view" is selected. This works, but once you focus into one
 post (either by keyboard, or using the quick edit) the other row actions
 disappear & switch back to the "appear on hover" mode.
