 Hi there, welcome to WordPress Trac! Thanks for ticket.

 Cropping does work for me in the latest Chrome, but I agree with comment:3
 that the UI is not very intuitive:
 * (Optionally) Click the Crop button to make the selection rectangle
 appear, or just start dragging from any place inside the image.
 * After selecting an area, click the Crop button (not vice versa).
 * Then the Save button becomes available.

 It would probably be better if the Save button was available right after
 selecting an area, without clicking the Crop button again.
