 If you are clicking on 'Apply' while Bulk actions 'Update' it looks like
 nothing is happening and it's why you want to click several times in a
 row.

 This functionality can be combined with an improvement according to #40966
 ticket. If this multiple update issue is hard to fix, possibly to add a
 scroll to the first plugin which is going to be updated can be easier.
