 Working through this with @desrosj, linting is working here (you can see
 some forced PHP errors and also interesting some JS ones):
 https://github.com/helen/wordpress-develop/pull/1/files

 @desrosj is going to pull that together with his work on getting the rest
 of the tests running shortly.
