Comment:

 In 50699.diff:
 - Fix dragging of postboxes/metaboxes on the Dashboard and Edit Post
 screens. Change it to work when Screen Options tab is open.
 - Show the dashed outlines of the "droppable" zones (including the "Drag
 here.." text), and the up/down arrows on the postbox headings when the
 Screen Options tab is open. That makes arranging of the UI elements
 easier.
 - Add some explanation text to the Screen Options tab.
