 In 51872.diff:
 - Do not initialize `wpTagsSuggest` if a textarea doesn't exist in
 `inline-edit-post.js` (Quick Edit).
 - Ensure the element exists before initializing UI Autocomplete in `tags-
 suggest.js`.
