 Updating accessibility-related text for accuracy. Two sets of changes:

 1) Clarifying caption handling to specify that captions are uploaded in
 the block editor, and not created in the editor.

 2) Clarifying the description of the accessibility status of the default
 theme to avoid making an invalid claim of WCAG 2.1 conformance or
 trivialize the efforts still required to build an accessible and compliant
 site.
