 From how I understand this is that as one opens the submenu of a menu item
 it moves to the top of the menu.

 Example of WP Security which is located far down the WP left sidebar menu
 will when opened jump to the top of the WP menu. If one often opens
 submenus such as Pages/Posts/Appearance and various plugins. Having each
 jump to the top of the menu creates a hug visual jump one I believe will
 be too distracting. It will also create a huge focus shift as one needs to
 move ones attention to another area.
