 What are you basing that off of?

 > On the root page with or without the trailing slash, WordPress is
 encoding it by default.
 > On subpages without a trailing slash, the pipe gehts removed (and our
 WordPress redirects to the url with a trailing slash).
 > On subpages with a trailing slash, the pipe stays.

 That's because a canonical redirect isn't being triggered for those URLs.
