 "Needs direction"/"needs reboot" is probably the best way to sum it up.

 I think I still agree with what I wrote in [comment:42 an earlier
 comment], including:

 There is probably success to be had in the short term by creating a plugin
 or building off an existing one like https://github.com/trepmal/my-sites-
 search

 I'm going to change the tag on this to match my guess that the solution to
 this is really an enhancement and not a bug fix. I would adjust the ticket
 title, but it's so familiar after 10 years. :)
