 @atjn thanks for describing the <picture> element... now it is clear for
 me. 100% with you to use it as a fallback solution, even if it's just afew
 lines of simple markup.
 Also 100% with you, there is no reason  it can't be implementd and shipped
 immediately. We don't need a triage.
