 In 51742.7.diff:
 - Update expected option values in
 `Core_Upgrader::should_update_to_version()`.
 - Use boolean values for the (pre-existing) `allow_dev_auto_core_updates`,
 `allow_minor_auto_core_updates`, and `allow_major_auto_core_updates`
 filters.
 - Fix couple of typos in comments.
