Comment:

 I agree that this is an annoyance not only on sites with open registration
 but also when users get added to a site by a Super Admin and the "Add the
 user without sending an email that requires their confirmation" checkbox
 is not checked.

 The [https://wordpress.org/plugins/wp-user-signups/ WP User Signups
 plugin] handles this by adding a "Sign ups" screen to the network admin. I
 wouldn't be opposed to adding this to core.
