 @SergeyBiryukov I agree with all of the above, there are other instances
 of us doing the same PHP that `normalize_dirsize_cache_path()` is doing
 anyway so it doesn't make sense to name it for some usage but not all.
 Opened https://github.com/WordPress/wordpress-develop/pull/686 for review
 on those changes and to make sure tests pass.
