 Hi there, thanks for the report!

 I could not reproduce the issue on a clean install. Looking at the code,
 the [source:tags/5.5.3/src/wp-admin/themes.php?marks=252-254#L247 Add New
 button] is not displayed on Multisite installations (since new themes are
 installed in Network Admin there), or if the current user does not have
 the `install_themes` capability. Could you check if your site is a
 Multisite installation, and the user has the capability?

 I'm removing the 5.5.3 milestone, as that version is already released.
