 Now #50052 (plugin and theme auto-updates) is merged into core, let's add
 some help tabs that explain what auto-updates are and how the UI works.

 The text in the tab should be pretty short, probably with a link to a (yet
 to be written) article on HelpHub.

 Among other things, it should mention that what is displayed in the UI is
 not 100% guaranteed to be what happens when WP_Automatic_Updater actually
 runs.
