 Twemoji 13.0 has been released:

 We can probably use the Smiling Face with Tear ( U+1F972 ) as the canary
 emoji to determine if the browser's platform supports it

 There is at least one changed emoji -- the person with a veil is now
 gender-neutral with a specific image for woman + veil combination with the
 old one -- so we should add a new folder on the CDN.
