Comment:

 This ticket was discussed during today's accessibility bug-scrub. While it
 appears there are some parts that would involve changes in the admin,
 those would be necessary to implement a ''themes'' feature. Changing the
 component accordingly.

 Maybe a good start would be a feature plugin?
