 With a quick test, this doesn't appear to be valid.

 Create a post, publish it. Edit the post, update it. When going to the
 post editor now, "2 revisions" show in the sidebar just fine, with the
 initial post and the new revision to it. No need for a third one to exist
 for the Revisions area to appear.

 Tested with trunk.
