 In ticket 2088(https://core.trac.wordpress.org/ticket/2088), the patch
 changes if condition to while loop to fix race condition, but the current
 version uses if condition again, which brings race problem back. The patch
 is from ticket 36824(https://core.trac.wordpress.org/ticket/36824).
