 Latest WP 5.3.2

 Scenario:
 1. Working WordPress site.
 2. After porting from another hosting
 [make sure you have wrong url path for upload in  wp_options
 Cleary it happend unintensionaly.]
 2. Load an image

 Operation completes, with link to the new media (that does not realy
 exists...)

 The problem: in wp_options - wrong path for upload

 The bug: WordPress does NOT check that folder exists & load actually
 succeeded
