 Hi there, welcome to WordPress Trac! Thanks for the report.

 As previously noted in tickets like #26656 or #30436, WordPress core does
 not maintain the list of timezones, but uses the list provided by
 [https://www.php.net/manual/en/function.timezone-identifiers-list.php
 timezone_identifiers_list()] PHP function. That list is based on the
 [https://en.wikipedia.org/wiki/Tz_database Olson timezone database].

 The current list is available here:
 https://en.wikipedia.org/wiki/List_of_tz_database_time_zones

 WordPress doesn't generally add new timezones to this list, as IANA/ICANN
 are responsible for adding new timezones there, and they do a pretty good
 job of keeping it current.
