 GET
 http://yourwpsite/wp-json
 gets data from WP as expected

 change permalink to "plain" in Settings->Permalinks
 try again
 http://yourwpsite/wp-json
 WP API unreachable

 once you change permalink back to other format than Plain API is reachable
 again.
