 @JeffPaul thanks for pointing that out, multisite it's something that
 should be discussed.

 @paaljoachim Having following items would like to address:
 * Feature design and complexity - what fits for core vs plugin material
 * Compatibility with existing plugins - I think plugins should still be
 able to extend/override avatar functionality cc @JeffPaul
 * Items tracked in Core-Privacy roadmap - should be tackled as part of
 16020 or in their own respective tickets?

 Feel free to edit above list. On feature design, seeing at least the
 following:
 * Ability to browse media or upload image as profile picture
 * Restricted to users without upload_files capability - i.e. subscribers
 won't be allowed to upload own profile picture, this can be covered by
 plugins
 * Uploaded images will appear in Media labeled as Profile Picture
 * Cropping and on-demand image size generation
 * Multisite support - this can be achieved in a number of ways
 * Option to turn avatars off and completely disable the feature cc
