 Added [attachment:"36455.12.2.diff"].
 This updates the logic per @nextendweb's not, and updates some of the
 docs.

 A couple notes:

 - I'm going to reach out to the hosting community team re: filter asks, to
 see if there are any recommendations what/how much is necessary, to give
 some more context to decisions there.
 - This could really use tests, but much of the testing relies on changing
 PHP settings during a test. I'm not sure how to best do this in phpunit
 yet. If anyone has experience with it, that'd be welcome.

 Lastly, a quick mention for everyone else following that
 [https://wordpress.slack.com/archives/C02QB8GMM/p1592235031062900 we
 asked] about @szepeviktor's note re: notifications, and it looks like
 there is unfortunately there is an
 [https://meta.trac.wordpress.org/ticket/3594 open bug]. I let them know
 via Slack, but wanted to be sure folks in here knew there was action.
