 At the top of this thread, there are both a code snippet and a plugin
 reference for doing what you ask. You can install
 https://wordpress.org/plugins/jquery-manager/ on your sites and load
 whichever version of jQuery you like ... at your own risk.

 This discussion is about the WordPress core direction with respect to
 jQuery.
