 Hi everyone, thanks for commenting recently.

 @johnbillion been maintaining the old patch as a plugin. Can start looking
 from there, plus some others. My personal candidates are:
 * Avatar Manager, https://wordpress.org/plugins/avatar-manager/
 * Simple Local Avatars, https://wordpress.org/plugins/simple-local-
 avatars/
 * WP User Avatar, https://wordpress.org/plugins/wp-user-avatar/

 Please take a look at above list, anyone please suggest more options as
 needed. I find first two more suitable for Core due to their simplicity.
 Further enhancements can be added, wouldn't limit to exactly what these
 plugins do or look - feel free to come up with ideas and propose some
 requirements.

 Cropping certainly can be added if not already there. Should also discuss
 briefly overall design. Most of available plugins bypass certain roles and
 capabilities (like Subscriber, or Contributor) to allow uploading their
 own images while still handled via Media Library.
