 Hi there, welcome to WordPress Trac! Thanks for the report.

 I could not reproduce the issue on a clean install.

 * Does it still happen with all plugins disabled and a default theme
 (Twenty Twenty) activated?
 * Does it happen with the standard posts or a custom post type?
 * Does the post type support the `thumbnail` feature?
 * Does the theme support the
 [https://developer.wordpress.org/themes/functionality/featured-images-
 post-thumbnails/ `post-thumbnails` feature]?
