 When you create a reusable block and keep it under draft, it is not
 possible to move it to trash.

 To reproduce this:

 - On a fresh WordPress install with a default theme, create a reusable
 block from a post/page or from "/wp-admin/edit.php?post_type=wp_block"

 - Save the reusable block as draft

 - Go back to "/wp-admin/edit.php?post_type=wp_block"

 You'll notice that the link to add the reusable block to the trash is
 missing.

 I think this is something which should be possible, similarly with posts
 and pages/
