 Ah, yes. I was trying to be too clever there.

 I updated my PR above to what reflect what I believe to be the current
 desired approach. Tests pass locally, there is just a huge backlog of
 builds in Travis due to WCEU contributor day.

 @TimothyBlynJacobs does the plan I detailed make sense and feel reasonable
 to you?
