#50307: Disable Slack notifications for pull request builds

Currently, failed pull request builds are posted into the #core Slack
 room.

 It looks like the
 [https://core.trac.wordpress.org/browser/trunk/.travis.yml#L149Travis
configuration is set correctly] to disable these [https://docs.travis-
 ci.com/user/notifications/#notifications-of-pr-builds-1 based on the
documentation], but they still seem to be coming through.

GitHub pull requests are often used to try out potential solutions or work
through problems over time, and are also a
 [https://make.wordpress.org/core/2020/02/21/working-on-trac-tickets-using-
github-pull-requests/ newly embraced way to contribute to Trac tickets].

This will cause quite a bit of noise as more and more contributors use
GitHub PRs to contribute, and also raises false alarms.
