 I'm seeing this same issue when uploading PDF files. My max upload is set
 to 600 MB. PDF files < 26.9 MB will upload without any trouble. PDF files
 > 32.2 MB produce this error. This is running on IIS, and PHP 7.1 with WP
 5.4.1

 I've tried the 48853.2 patch listed above and it didn't make any
 difference in my operation.
