Comment (by joyously):

 Are you considering the point of view of the plugin devs?
 To support multiple versions of WP, they could need different sets of
 code, because they are always supposed to use the version of scripts that
 are bundled in WP.
 I don't quite understand why the migrate script would be removed in 5.5
 and jQuery left alone, waiting for the next release to update to a newer
 jQuery. Why isn't it at the same time, so there's no gap?
