If `jquery-migrate` stays this release, and gets removed in 5.6, that
won't change the fact that plugins and themes that won't update for 5.5
probably won't update for 5.6 either. The exact same predicament will come
up during 5.6.

Building a custom polyfill, in my opinion, is not worth the effort or
maintenance burden. That is what `jquery-migrate` is for.
A deprecated or incorrect usage notice could possibly be thrown when
`jquery-migrate` is enqueued, but adding back the migrate script would
cause every site to throw that notice on every page load that loads
jQuery.
