 I think that the plan that @dd32 has laid out makes sense to bring to the
 5.5 branch and release.

 As he said in Slack:

 > [I]t’s a bug that it’s only set for plugins and not themes. The notion
 that the plugins changes were going to need to apply to themes as well
 should’ve been obvious, but last minute things happen.
