 @theogk thanks for your first report and welcome to Trac!

 I'm not sure I fully understand the issue.
 As @whyisjake mentioned above, when you click an item in the left menu, a
 new page loads and the submenu of the clicked item is then displayed
 expanded.

 Hovering on other menu items shows the fly-out menus for me.

 Can you confirm that the bug you're experiencing still exists with the
 default theme (Twenty Twenty) activated and all plugins deactivated?
